Help with Sulg in Simuna/Tallinn

Hallo, could anybody help me? I am from Sweden and I am trying to find the ancestors of my husband.
I have this from a newspaper:

I think Silvia is Silvia Kliit and I belive that Alfred Sulgs parents lived in the village Simuna. Alfred Sulg is the grandfather to my husband.

According to the database of Estonia's Victims of Communism Alfred Sulg was sentenced to death and he died on 14.12.1941 in Russia at the Kirov Oblast prison: https://www.memoriaal.ee/en/search/?q=sulg+alfred&f=all

His name is inscribed at the Wall of Remembrance of the recently opened Memorial to the Victims of Communism.

Is there any way to find out who his parents where, and if there are any living relatives?

I found this in Tallin :-)
Could it be the person I am looking for?
Could someone help to translate this to english or swedish? I do not understand the mening of it.

Simuna kihelkonna Sulg-nimelised peaksid olema minu sugulased ka, kuid paraku jah alfredist ei oska ma midagi öelda ega rääkida :(
